As part of the ongoing Mount Joy Creek Flood Mitigation Class Environmental Assessment (EA) Study, we’re inviting community members and stakeholders to fill out the Comment Submission Form to share their input, questions or concerns on the alternatives presented in the September 10th, 2025 Public Information Centre (PIC #2). Please refer to the presentation slides for more information on the study and the proposed alternatives. The 2nd Public Information Centre (PIC #2) for the Mount Joy Creek Flood Mitigation Municipal Class Environmental Assessment (EA) Study was held on September 10, 2025, at 6.00 pm in the Canada Room at the Markham Civic Centre and presented the evaluation results of the alternatives introduced in PIC #1. It also provided an update on the next steps in the EA process.
The City of Markham, in collaboration with Aquafor Beech Limited, is conducting this EA study to identify a preferred solution to mitigate local flooding and improve the conveyance system of Mount Joy Creek between Major Mackenzie Drive and Bur Oak Avenue.
The first Public Information Centre (PIC #1) was held on May 5, 2025. PIC #1 presented the EA process, Study overview, Natural Heritage Assessment, Hydrology and Existing Flood Conditions, Existing Drainage Corridor, Proposed Alternatives for further analysis, Sample Evaluation Criteria, and Identification of next Steps.
A total of eight (8) potential drainage alternatives were developed and presented at PIC #1. These alternatives have now been hydraulically modelled and evaluated based on four (4) key Evaluation Criteria including:
- Physical/Natural Environment;
- Social/Cultural Environment;
- Economic Environment;
- Technical and Engineering Considerations;
PIC #2 presented the evaluation results of the alternatives and the preliminary preferred solution. All interested stakeholders were invited to attend PIC#2 to learn more and provide input.

The City of Markham, along with consultants Aquafor Beech Limited, is undertaking the Mount Joy Creek Flood Mitigation Class EA Study to establish the preferred approach for improving regulatory flood hazards of Mount Joy Creek between Major Mackenzie Drive and Bur Oak Avenue. The first Public Information Centre (PIC #1) has been completed, identifying the existing conditions of the study area, as well as options being considered for flood hazard improvement. For those who were unable to attend the in-person PIC, the presentation slides are attached for your review. Feedback received will help support the evaluation and selection of a preferred alternative, which will be presented at the next PIC. Comment forms are available on the City’s project website and can be submitted to the project contacts as noted.
- Municipal Class Environmental Assessment Study
The City of Markham is conducting a Municipal Class Environmental Assessment (EA) study for Mount Joy Creek Flood Mitigation to establish and evaluate options for improving the conveyance system for the section of Mount Joy Creek located within the Northern and Southern boundaries between Major Mackenzie Drive and Bur Oak Avenue respectively as well as the respective Western and Eastern boundaries of Kentland Street and Metrolinx Railway Corridor.
